In India this is a common scene in rural areas. If a motorable road is passing by a village this could be a sight. The cowgirl or cowherd will hurry to make way for the vehicle to pass and as soon as the vehicle has passed by all the grazing cattle is again back on the road free to move.
India is a developing country and having visited so many other countries I can't fail to see the differences glaringly visible with respect to health and safety in India.
